Informaron que pese a la oposición de un grupo minoritario, lograron acordar con autoridades federales y estatales la conclusión de la obra a cambio de un fideicomiso y plan integral para su comunidad.
Tras 12 años de resistencia a la construcción de la carretera Toluca-Naucalpan a través del bosque de San Francisco Xochicuautla en Lerma, comuneros de la zona pusieron fin a su lucha como resultado de un acuerdo con el gobierno federal y estatal, que prevé el impulso de un plan integral para la comunidad a cambio del desarrollo de la obra.
Los mayores logros de la negociación, según comentaron, tienen que ver con la construcción de 10 pasos superiores sobre la autopista que permitirán el continuo biológico de flora, fauna y el paso de los habitantes a los sitios sagrados que se ubican en el bosque, además de que se pondrá en marcha un plan de desarrollo integral de 7 ejes entre los que destaca, educación, cultura, deporte y sustentabilidad alimentaria y forestal.
Armando García, uno de los comuneros, subrayó que además se logró integrar la creación de un fideicomiso para que una parte de los ingresos por peaje en la autopista, se destinen al desarrollo de infraestructura en la comunidad, acciones que la mayoría de la población en Xochicuautla acepta y que dan paso a la disolución de su resistencia.
“Esta lucha ha llegado a su fin, pero no es un fin que termine ahí, puesto que toda vía hay en su mayoría muchos temas a tratar”.
Los comuneros reconocieron que aún hay un grupo minoritario de personas que se opone a la construcción de la carretera Toluca-Naucalpan, por lo que se deslindaron de los actos que puedan emprender en rechazo a la obra, pues consideraron que son innecesarias debido a que, si bien hay dos amparos en torno al proyecto, estos no contemplan su detención, sino el alcance de negociaciones.
Agregaron que el acuerdo referido, fue formulado en conjunto con la secretaría de Gobernación y la Secretaría de Justicia y Derechos Humanos del Estado de México, por lo que esperan que los compromisos se cumplan de forma simultánea a la obra y estén listos cuando la autopista inicie operaciones.
